Reinforcements of Algerian troops, comprising seveial regiments of Zouaves, which were recently ordered to piocecil to the seat of war at Tonqiun, left Algiers to-day. There is a discussion in the London press in reference to the proproserl tunnel between Dover and Calais. The hon. Mr Clarke, the eniiuent philologist, who has also published a number of works on military engineering, favours the proposal, but General Allison, who was second in command to Lord Woheley during the Ashantee campaign, condems it. Earl Roseberry, who was offered and tentatively accepted a seat m the Pn\y Council as Minister for Scotland, has since declined the appointment. It is probable the office will be offered to Mr Herbert, the Liberal member for Oldham. A publican in Dublin, who icmloicd himself obnoxious to the Inviiiciblcs, has received a letter containing some explosive substDiices. Other cases of a similar character have been reported to the police, who are making inquii ies. The Mayor of Berlin ha^ acknowledged the receipt of .i' 4.373 from Australia in aid of the sufferers by the severe floods in the Rhenish pro\ inccs. A London evening uapcr states that the Duke of Albany has been offered the Governoiship of Viotoiia, .it the termination of the Maiquis of Normanby's setvices. Application has been madu on behalf of James Carey, infoimer, that he should be released from custody, but the Government h.ivc declined to agicc to it. Oaiey has since been offeied, but declined, a wardenship in an English prison.
