France Takes Possession of Tonquin. ■"■ ' ■ Paris, May 9. It has transpired that AT. Keigaroe is the bearer of a dcsp.itoh from President Grevy to Tudac, Regcnb of Annam, regarding the elainis of France in Toriquin.^ The document, after lefemng to the "eir-* cumstances under .which France guaranteed the independence of the King of Annam against China, by the treaty of Saigon in 1874, declares that the impotence of government which, has been displayed by the Regent constrains France r to adopi measures io secure the' better administration^ of the kingdom, and in view of this the French Government have n«w definitely decided to occupy the province of Tonquin, aud to assume , cQiitrol of the Annamese foreign rela- 1 ' tiona, and to collect custom duties and taxes.
