LOCAL ASSESSMENT UNDER PROPERTY ASSESSMENT ACT.
Thk following circular issued by Mr Sporrey, Pioperty Tax Commissioner, will be of interest to many who have received notioos from the Department during the pas>t few days. These notices, it will bo seen, relate to local, not Property, tay assessment :—: — It has been ascertained that in some cases people do not appear to readily understand the notices of assessment forwarded to them. Postmasters and assessors will no doubt be .applied, to for information, and this memorandum may assist them in giving an explanation, if they would be good enough to give it their careful attention. "Local Rating : Rateable Value of theProperfcy. " — The figures in this column represent the assessor's, estimate of the capital valueiof the property, irrespective of any lease or incumlnanoei Local rates will be levied on the valuation 'in all districts, excepting boroughs, in which the Rating 1882, has not be brought into operation, and in those road districts, &c, that take, the skeleton rqUs and appoint their own valuers, These figures are given, in. the notices to , tenants of properties in such boroughs and road districts in order to let them know upon what amount they would be called upon to pay should the property tax -valuation be adopted the next or following year. ' ! "Pjiobrrty Tax : Valuation, of ownersinterest."—The figures iii' tuts' column are the same as those in the first,, excepting were an existing [lease decreases the saleable value of the owner's interest. In such a case the figures give the assessor's estimate of the value qf ' the property subjeot to the lease. . '>. "I ( "Rropkrty-tax : Valuation of tenant's interest " — The figures in this column give the assessor's estimate of the saleable value of the tenant's goodwill in a lease. , ' ' , The fh'st and second columns are used with respect to a property of which tho person addressed is the owner. Where a tenant has no saleable goodwill in, a lease, the first column only is used in the' notice gent to him. Where the tenant has a saleable interest in a lease the first and third columns are used. • > 'These notices of assessment give all cases the assessor's estimate of value, and must not be taken as in ,any way affirming or rejecting 'tlie values * Set' down by owners in 'their ' statements, for these, have ' not ''b'een' "compared with the assessor's, values; time not having permitted this krbe yet dope. .
