Mr Leonard Courtney, ' M.P. for Liskearcl, Cornwall, and Financial Secret.iry to the Treasury, in an address to his constituents last night referred at length to the Egyptian Question, and stated his opinion that Egypt must be required to defray all the expenses attending the suppression of the rebellion in that country. London, October 12. Mr Courtney in his speech yesterday stated that England's policy was to detach Egypt from the Suzerainty of the Sultan, aud take steps to establish a European guarantee for the proper administration of the country.
