Dodson,' Preaidcnt of the Local Government Board, addressed his constituents at Scarborough last night. In the course of his speech he stated- that the British troops would bo withdrawn from Egypt at the earliest possible time, and argued that the aim of the Government was to secure, the .control of Egypt for the Egyptians, and to exclude foreign prepoiuleiance in- the Government of that conntiy. The inquiries which have been made into the allegations that Arabi had been maltreated in prison have proved the reports to be without foundation. The new army, which ia about to be organised under the direction of Baker Pasha, will be limited to 10,000 men, and will be officered only by Circassian and Turkish officers. Commissions will not be given to any officers who took part in the recent rebellion. A quantity of concealed arms has been fouud at Tantah. An Arab there, who lias been inciting the populace to acts*"»f lawlessness, has heev\ arrested, and subjected to one hand red lashes.
