England and the Porte. Constantinople, September 4. The negotiations between the British Ambassador and the Porte for the conclusion of the proposed Anglo-Turkish Military Convention to govern the joint operation of the English and Turkish troops in Egypt are still proceeding. The negotiations are now known to be progressing, and there seems every probability of the Convention being concluded. Dervish Pasha has been appointed to the command of the troops to be despatched to Egypt, and Baker Pasha has been appointed Chief of Staff.
