The Times, this morning, says :—": — " The approaching visit of Sir Julius Vogel to the colony has revived rumours which have attained certain consistency during the last few days, and even the name oi a member of Parliament has been mentioned a& willing and likely to resign to open a seat tor Sir Julius Vogel. The same paper, referring to the West Coast railways, says : Vogel advises that a syndicate of English capitalists is prepaied to construct tiie railway if a small concession can be obtained from the Government, and that he will interview the Ministers to ascertain whether that will be conceded."
