HAMILTON BOOROUGH. COUNCIL.

A spkctalj meeting of the council was held la&t night, to consider the proposed drainage scheme and to appoint an engineer. There were present : His Worship the Mayor, Cis. Gaudin, Robson, Bradley, Tippcn, and Peat. The council having gone into committee, Cr. Peat moved, "That Mr Calderwood be appointed engineer." — This was seconded by Cr. Tippcn. — Cr. Robson moved as an amendment, " That competitive schemes be advertised for, and that the council offer a bonus.' I—This1 — This was seconded by Cr. Gaudin.— The Mayor said thoy wore met for a specific purpose, viz., to appoint an engineer, and could not well consider Cr. Robson's proposal. — Cr. Gaudin said they were met to consider the drainage scheme, and the amendment was a proper one. — The Mayor lead extracts from The Municipal Corporations Act, to show that before borrowing money they would have to obtain the consent of the ratepayers. Ho thought it would be wise to call a public meeting and lay the proposal before the burgesses before they committed themselves to anything. — Cr Bradley said it would be of no use to go to the ratepayers unless they had some tangible scheme, with estimate of cost, etc., to lay before them. They must in the first instance appoint an engineer. — The Mayor said it would be necessary also to have a standard survey of borough made, and a drainage map. — Considerable discussion followed regarding the course proper to adopt, Cr. Bradley still maintaining that it was necessary, as a first step, to appoint an engineer. — Crs. Gaudiu and Robson urged the adoption of the amendment, as securing a more satisfactory result. — The Mayor wished to know who should decide on the relative merits of the schemes submitted. — Cr. Gaudin thought the Council fully competent to give a decision. — After some further discussion, in the course of which Cr.
