London, May 16. In the House of Commons last night, a bill was introduced by the Government for dealiug with the question of payment of arrears of rent in Ireland. The measure provided that the Irish church surplus should be appropriated for the purpose of clearing the tenants of their liabilities. The church fund will thus be entirely exhausted.
