The Waikato Times AND THAMES VALLEY GAZETTE.

TUESDAY, APRIL 11, 1882.

Equal and evict justice to .ill men, Or whatsoever state or pcr&uasion, religious or political Here shall the Press the People's right maintain, Unawed by influence and unbribed by gain.

Yielding to the advice of his medical attendant, the hon. JoitjN' Hall has at length determined to retire from the post of Premier, and his resignation, together with those of his colleagues, has been forwarded to His Excellency the Governor. It is much to be deplored that such a step should be forced on the Premier at the pi'esent junctui'e of affairs, when the colony more than ever requires a firm and stead y hand at the helm. After a long period of depression, New Zealand is at present in a state of convalescence. Like the human patient she must be treated with care ; a disregard of the necessary precautions might at any time induce a relapse, and recovery would be retarded indefinitely. The regimen prescribed by skilful physicans must be strictly adhered to for some time yet, though the patient be never so eager to break through the trammels of the sick room and find scope for the froe indulgence of a returning appetite. We do not, however, think that because (to carry the metaphor a little further) the chief physician finds it necessary to the preservation of his own health that lie should retire, the whole of the attendants in the sick room should resign their places to less competent, or less experienced persons. We agree with our Auckland morning contemporary in thinking that the Governor will entrust Major Atkinsojs 7 with the duty of forming a new Cabinet;. It cannot be expected, perhaps, that he should be guided in his course by aiiy regard for the well-being of the country, but apart from that he has a precedent to go by, and a man of Sir Arthur Gordon's stamp will be more disposed to shape his conduct according to well ascertained precedents than from any other consideration. No disagreement has taken place between Ministers, who on the contrary have, ever since Mr Bryce's re-accession to the Cabinet, preserved their mutual relations in the most perfect accord. Their policy, moreover, however men may differ in inspect of its details, has met with the frank approval of the colony at large, and any action of the Governor which would bring about a radical change in the administration before the meeting of Parliament, would bo contrary to the will of the people Failing Mr Hall, the reins of the premiership could not fall into abler hands than those of Major Atkinson. Past experience will guide him safely over the pit-falls which lie in the pathway of those who govern, and, what is of equal importance, he possesses the confidence of his party. Regret that circumstances should have compelled Mr Hall to resign will be softened when it is | found that neither his policy nor his colleagues shall have departed with him. :

The exportation of meat from the ' Australias, to supply the markets of the Old World, has ceased to be a matter for experiment and speculation : It is now a . recognised branch'of trade/ and promises to become a profitable one. Now that its inauguration has, been' accomplished with success, colonial capitalists are shewing signs of a disposition to> embark their money and their energy; in its prosecution. This is a healthy 'ind^catioii. . This, is. true of New Zealand nojfess than, •of our sister colonies,^; qw , the/ water. In* Oanterburyvand. Qfcagd" we find the names of the mo&t J§tof' nrinent settlers at the head^f^ese.i new undeHakiags, and< je|rii' tliat 0 they are. "'M,BUed ' ' -a \hp§in$ c all emulation.^.ltfis-jioit

The churches in Waikato were decorated on Easter Sunday, and full choral services were held. S. Peter's anglican church, Hamilton, was very chastely ornamented with evergreens, &c, the work of the ladies of the congregation.

To-day the business establishments in Hamilton West will inaugurate the early closing scheme, the hour for closing being 7 p.m. The promoters of ' this sensible movement earnestly request i the public to conform to the rule by doing their shopping before the hour named.

The weather throughout the district on Saturday and Sunday was very boisterous. On Sunday evening a violent thunderstorm, accompanied by heavy rain, swept over the plain from the northeast to the south-west. Farming operations have again been greatly retarded. Yesterday the weather took a change for the better.

Latest cablegrams report further fighting in Tunis, resulting in terrible loss to the Arabs. Outrages on the Jews still continue to be perpetrated in Russia. It is reported that the .Egyptian Minister of Finance has embezzled a large poi tion of the revenue.

Work at the new culvert at Ewen's Hill is proceeding slowly, owing to the large quantity of water which the contractor has to contend with. The foundation of concrete has now been laid, and the job will no doubt proceed at a more rapid rate. The temporary road is in, a very bad state at present, and the. board would do well to make the few improvements which are necessary.

Mr 0. Tippen desires us to correct an error in our report of last Thursday's meeting of the Hamilton Borough Council. The new Works Committee consists of Crs McG-arrigle, Peat, Lovett, Jones and Tippen—not, as printed the Mayor. The error was typographical, the word Mayor being inserted in lieu of mover.

A Harapepe correspondent writes : — Some of the incidents and fixes that happen to new chums, inexperienced in New Zealand, are very ludicrious and amusing, a friend of mine, who is a good farmer both in theory and practice, and has had plenty of experience both in England and New Zealand, told me the following :—": — " One of his .neighbours is very fond of giving his' opinion on the way work should be done, and criticising otheis' work and who thinks his way of doing things the way. My informant once had occasion to call on him, and found him out at work with a plough and a pair of horses. The latter were standing still, and appeared to have been doing so for some time, while the owner was hard at work turning back the sods, and the perspiration was streaming down his face, what ever are you ivp to '! was the exclamation of the visitor — Why, said the ploughman I have lost the share, and h.\ve been twice round without it, and have noAy got to turn back the sod j till I find it." My friend's opinion of his neighbour's style of farming was not increased by the above incident. /

The Hamilton-Band picnic at the Lake, yesterday, was very poorly attended, notwithstanding the fine weather. No more beautiful spot could have been selected than the grounds kindly placed at the service of the committee by Mr Cawkwell. Upon the gentle slope fronting the house, and on the borders of the lake, numerous games were carried on during the day. The Band kept those fond of dancing fully supplied with music, and when this, amusement began to flag, the members of the Band gallantly led on by Bandmaster Hadfield and the Bombardon, entered with much spirit into the game of " Kiss in the ring." Small blame to them, when so many pretty faces had to be closely scanned. Even the sergeant of police, dear old Mac, was with difficulty restrained. The two boats on the lake were in constant demand, and many a trip with a lull cargo of happy youngsters aboard was made during the day, and, notwithstanding the crowded state of the boats, they were so carefully handled that no mishap, even to the wetting of a shoe, occurred. Great credit is due to Mr Gwynne, who never does anything by halves, for getting up this outing, aud those who failed being present missed an opportunity of witnessing the pleasure that was visible on the faces of all the children, who seemed delighted. In the evening the dance in the hall was much better attended, and the band is still rattling away as we go to press.

Dr Moran, the Roman Catholic Bishop, of Dunedin, has returned to his diocese after a visit to Europe. On Tuesday he was welcomed by the clergy and the laity at the cathedral church of St Joseph. In the evening he was presented with an address, which was accompanied with the presentation of a purse of 1 OOOsovs, The Bishop made a lengthy reply, stating that he would use the money to advance the interests of the Church, aud made reference to his observations of the state of Ireland, and of religion in Italy. He said the details of the outrages in Ireland were greatly exaggerated, and the people were in a deplorably depressed condition, whilst he hadfound religion flourishing extremely in Italy, all the* "churches being full of worshippers, thus giving contradiction to the statements of the decline of the Church in that country.

The West Taieri correspondent of the Daily Times writes: "A good story came to me the other day. At a meeting of a school committee, not-fifty miles from the centre of Taieri, a,, discussion took place as to the best means of securing a proper attendance of the children ; and in the course of some remarks a member said it would be a pity if, through the negligence of the parents, the school should loose its status and cease to be a main school ; when up jumped a Hibernian member with-r'Tve been listening 1;o yez for a long time while, so I have ; but the divil a one o' ye knows what yer after callin' this a mane school for ; sure and there's nothing mane about it—if we don't pay for children at the door, we pay for them wid our tay and tobaccy ?" An explanation by the .chairman set the member at his case on the matter, but the incident remains a standing joke."

It is i said by physiognomists that white colonists assimilate in a greater or less degree to the people whom they supplant —so far as their physical characteristics are concerned at any rate —and they adduce, in confirmation," the fact that the;people of America are developing the high cheekbone, if not the sloping forehead of the red man. Is it possible that a similar change will by and bye >be developed in' the Anglo-Saxon race in New Zealand. The following paragraph would seem to afford an answer in the affirmative. Indeed it goes further, and affirms that not only in feature, -but in morals, we are about to follow in the footsteps of our dusky forerunners. Our contemporary, the' 'Christchurch Weekly Press, has the following, in, its;"house-' hold"-column : —"Bacon Rissoles; For these any remains of cold children or veal can be used tKus—Free it from bone,i skin, 'and-'gristle;f v&n& mince finely; season'highly with, pepper and a. little etc. /.' ' '? /, , j

the ' difficulty i was, how was it to be paid ?— fov 'one shilling and sixpence a week would not afford literature. I was always presented with a halfpenny a week for the missionaries, and so were Uwo"others.^" The'other two 'could" not. contribute,"; but as their share they would walk seven miles to fetch it. " For ten years we stuck together, and were able to do a great deal to educate ourselves. Now, mark the result. •I am the ,he,adma&ter of a large and itriportant free school.; another was till .lately the head master of Queen Elizabeth's Grammar school at Bristol; another becamea clergyman ; the fourth is now a retired builder ; and the fifth is one of the largest sheep-farmers in New Zealand."

The Hamilton Borough Council invite tenders for drainage works in Cook-street. The new pure cash system now being initiated by G. and C. certainly prove a. benefit to the public. It has been a. great success in Sydney and Melbourne, and when strictly carried out ihe customer who buys at an establishment where the goods aic marked low to ensure a rapid sale must be a groat gainer. G. and C. sell their drapery, millinery, and clothing at such piices for cash as gives the buyei the advantages of a shareholder in a co-operative society, without the risk of being called upon to bear a portion of the loss should the year's business prove unsatisfactory.
