President Arthur's Message. Washington, December 6.

General Arthur delivered the usual presidential message to the Congreai today. He stated that the queition of the construction of the Panama Canal wu one of grave national importance! and should receive the earnest considerationof the United States.' ' The Government I would renew the parleying" with England in regard to British Columbia. It would be proposed that the British Government should modify the Clayton-Buller Treaty, ao as to' abrogate the' clause's, Rome of which do not conrpoH *ith the obligations of America in British Columbia, 1 . The President then, in reference to Home affairs, stated that it was deemed imperative that the army should be increased by at least 5000 men, and that the re-organi-sation of the navy should be proceeded with without delay. He concluded by announcing that a commission would be appointed to take into consideration the question of the tariff and the reduction of taxation.
