London, November 25. Sir Alexander Macdonald, Premier of Canado, delivered an important speech at Toronto, in which he ridiculed the idea of a federation of the Canadian empire.
Berlin, November 30. Since the opening of the German Parliament on the 17th ult., debates of a disorderly and stormy character have taken place almost daily in the Reichstag. Progressist members made violent speeches, in which strong personal attacks were made upon the Imperial Chancellor. Prince Bismarck, in reply, has accused the Progressists of desertion from and hostility to the cause, and has asserted that he has in consequence been forced to seek the allegiance of the Centre or Ultramontane party.
