NEWCASTLE HIGHWAY DISTRICT.
The usual monthly meeting of the Newcastle Highway District Board was held at the Delta Hotel, Ngaruawahia, on ■Saturday. There were present Messrs Cor* boy. (chairman), E Firzpatrick, C. Day, VV. Washer and W. Bailey A letter was received from Mr 11.I 1 . Y. Fitzpatrick, calling the attention of the board to the necessity of doing something to f&cilitate the working of the Ngaruawahia punt, which in its present state is practically useless. The chairman saia that the Waipa County Council were responsible for keeping the punt in working order, and that at last meeting the matter had been brought forward, but as the present council's term of office had so nearly expired, it was decided to let the question remain over till after the election of new council. The secretary was ordered to write to the council on the subject. — The board then proceeded to consider what money there would probably be available for works this year, and where it should be expended. It was found that after discharging present liabilities, there will not be more than £200 to deal with. The , chairman proposed that a sum of £30 be voted for necessary works on the west side of the Waipa river. He explained that a previous board had promised £25 to that portion of the district, but through lack of funds the promise was still unfulfilled. Mr Day thought £30 not sufficient. He moved that £50 be set aside for the purpose. Mr Fitzpatriek said that making full allowance for a fair contribution from the revenue derived by the Board from ratepayers on the west side of river towards cost of making and maintaining main roads, they t>tiil had an unsatisfied claim against the Board for £160. He did not expect to yet this amount, but thought the only way to ensure anything like harmouy in the district was to make an equitable dn-tribution of the funds from this time. He was quite content to let past grievances rest, but must insist on getting justice now. — Th" Chairman reminded them of a resolution pacßed by the ratepayers tit thn annual meeting, recommending that no money be expended where the roads were reasonably good till such times as those portions of the district hitherto neglected had jeceived attention, and contended that no matter how small the amouut of money might be which had been spent in any particular locality, resident-ratepayers could have no claim against t'«io B »urd t<o long as it c-ould b^ shewn others stood more in need of roads. — A long 1 discussion ensued, and at one time there appeared littli chance of any satisfactory decision being arrived at. The chairman bad drawn up • a -K-heiiule »f works ou which he proposed inoiitiy sh uld be 1 rid out, as follows :— ornpletinn of Mr Vowles' contract on road near Mr &>rbov a. and erection of culvert, £7J; «ld Wu.it iwhara and Hamilton load, £lo (as promised to the Hnuilton Distiiot B ard) ; mad from Ulirk'-'s new toad beyond Tuhikaramea '•ridge to Mr Sh pherd h, and thence on, connecting with tue I'iihik iramea and Hamilton road, £.'>o— (n petition was laid on the taole signed by the ratepayers at this end of th* hbtrict, prjying that thia work be doi^) ; pmoha^e of 1 md to comp»>n<ate Mr Senfv fur deviation through, hi- propeuy, £10; ou tinur road near Mr R/thwell'-, £8 ; ii iKin a total of £163. There weie nth- r items down which Mr Oniony oonseutei to er se, but on behalf of the above lii made a very strong stand, so much ho th it Buinu members of the Band exjire-sed their determination to ie>.itrn, and tf.'st the feeling of the ratepayers — Mr Day he was there to represent Newcastle district, not Whatawhata only, and he thoutrht the allocation of the above lte'tin would reuderit impossible for the b ard to give the northern end of the district auything like irs due. —It was ultimately agreed that ti nders -hould be called for a bridge over creek near Mr T. Y. Filzpatrick s property, West Wdipa ; »Ko for forming road leading from Clarkes road to the old road, coming out near Mr Q-. S. Day's, and for cuttinar down hill on old road near Mr E. C. Shepherd's, leaving the road which connects with the Tuhi-karamea-Hamilton road till more funds are available. — It was resolved to close with the offer of Mr Sealey, and make a deviation through his property. — Mr Day had been requested by Messrs Hindle and Crawford to ask the board to make the road passable which leaves the main road n ar Mr Crawfords and strikes the new Hamilton road, and to say that those gentlemen were prepared to expend £ for £ with the bo<ird on that work. — Resolved not to entertain proposition.— Mr Corboy was requested by Paul (native) to ask that a road be opened to connect with the new Ntfaruawahin, road, the expense of opening whioh could be greatly lessened by making a small deviation through. Mr Dawson's property.— Tha board did not see its way to doing anything at present, but the secretary was instructed to write to Mr Dawson asking what he would be willing to take for the land required.— Mr Bailey was authorised to get the approaches to the Tuhikaramea bridge repaired, and Mr Washer the like for the bridge near Mr Hall's.— The secretary was instructed to write to the manager of the railway asking that a crossing be made over the railway near the cemetery reserve.— Mr Fitzpatrick called the attention of the board to the necessity for taking some action to get the transfer completed of lands which were sold for rate* two years ago. He himself had purchased five lots at the sale, on which he had paid deposits to the amount of over £30, on the faith that a title would be given within onv^nonth from day of sale. He had not Hot it yet, and bis deposit money waa still lying in the hands of Mr Hill. One lot which he had purchased could not now be transferred through some fault in the advertising. The owner of another lot had since turned up and sold his 50 acres, leaving only three now available, and he (Mr Eitzpatrick) did not care to take the three unless he could get what he purchased. Other people were much in the same fix, and he thought some action should be taken to put matters straight. — The secretary was ordered to write to Mr Hill, asking what monies he had in hand as deposits on lands disposed of at this sale.
