Replying to Mr DeLautour, Mr Rolleston said ail liabilities for volunteer uniforms incurred bona fide prior to the withdrawal of the capitation allowance, would be provided for.
The Representation Bill. A message was received from the Acting- Governor, nending amendments in the Representation Bill to have existing electoral rolls, and provide that each of the new districts should, for purposes of registration, be deemed to have been constituted for six months.
Appropriation. The Appropriation Bill was passed through Committee, reported with amendments, read the third tune, and passed. The tfouae adjourned at 1.5.
Subsidies to Local Bodies. The following clauses were embodied in the Appropriation Bill :— ln lieu of sums payable as subsidies to Couuty and Borough Councils, and to Eoad Boards and River Boards, under Section 5 of the Financial Arrangements Act, 1876, Amendment Act, 1877, there shall be paid out of the consolidated fund, dm'ing the nine months of the current fiuanoial year, from the first day of A pril List past to the 31st day of next December, both days inclusive, in respect of all sums proposed by way of general rates during the year ending the 31st day of March, 1880, the sums following: (1) To each Borough Council a sum equal to 7s 6d for every pound of general rates so received by such Council; (2) to each Road Board and River Board, a sum equal to ten shillings for every pound general rates bo received by each such Board ; (3) to each County Council a sum equal to ten shillings for every pound of general rates so received by each such Council, or equal to ten shillings for every pound on the total of sums so received by all Road Boards or part of Road Boards, within the county, whichever of such two sums is the greater. Provided that in any county where no road Board exists, or in respect of general rates levied in any prat of the county not included in a road district there shall be paid to the Council of each such county twenty shillings for every pound of general rates so received. Provided that for the purposes of this section no sum shall be deemed to be received by any such Council or Boards in excess of sum receivable at the rate of one shilling in the pound of annual value of rateable property, and this proviso shall be deemed to have been in operation in any previously existing enactment, providing for the payment of subsidies to local bodies. The House re-assembled at 4 p.m.
Bills Reported. Special Powers and Contracts and the Appropriation Bills were reported from the Upper House without amendment.
The Prorogation. Mr Hall intimated that the formal prorogation would take place on Saturday at noon, until which time it was agreed to adjourn. The Speaker left the chair at 4,45 until Saturday, at noon.
