September Cherif Pasha, President of the Council of Ministers, lias issued a manifesto setting forth the programme of reforms proposed in Egypt. The manifesto suggests that the present European control of Egyptian financial arrangements should be maintained. The Khedive has expressed his approval of the Ministerial programme.
