They consider that the"parsing of those would have greatly aided out "districts such as Waipar and- Waikafco,- and - would have been instrumental in opening >up the country in both districts. In reference to the Rating Bill especially they are apprehensive that when the country outside present settlement comes to be settled, the expense of pushing roads, etc., may fall he*vily on the more settled district, and that such a bill will greatly conduce to a fair expenditure upon the new country by the General Government. Under the Roads Construction Act the burden which rests upon the Borough of Hamilton and the counties of Piako and Raglan would be greatly relieved, as provision is made in a similar manner for the assistance of bodies through whose terri* tory run main loads, district roads also x being provided for by cheap money being found. They are endeavoring to get these bills brought forward, but I think it is problematical if this will eventuate.

Town Districts Bill. I understand that the members are also pushing the Town Districts Bill with a view of meeting the requirements of Cambridge, Ngaruawahia, and other places throughout the colony. In this matter let me express a hope that this and other useful measures will not be defeated by the party feeling whftjt*~ seems to prompt members of the Opposition to oppose any measure whatever brought forward by the Government, simply to enable them to grasp the reins of power by being enabled to tell the country that the Government were nofc able to pass anything.
