Law of Evidence. Wellington, Last Night. Mr Hctchisox has introduced a bill to amend the law of evidence. It provides ( that it is necessary to the free discovery ■ of truth in courts' of law from all restriction, and provides that any person Vith WNjr -offence- shall be comftent, but not compellable, to give eviny; onniinal proceeding arising eraronVlbjd'^here for or against himself or herself, and the husband of any such person, if such person Be a woman, and wife of any such person, if such person be a man, shall also be competent, but not compellable, to give evidence in such proof edings, and whether for or against his wife or her husband, as the case may be, ■ provided such person so charged shall have voluntarily submitted himself or herself to cross-examination to such proceedings, he or she shall be not only competent, but compellable to give evidence in all further proceedings, and whether for or against himself or herself. In a • case where a person on trial shall be examined all questions to be asked in examination shall be proposed only through the presiding judge or magistrate.

Repeal Bills. Two repeal bills introduced into the Upper House by the Hon. F. Whitaker have passed that branch, and have been sent, down, for consideration by the Representative^. One is entitled the Land Claims Settlement Act Repeal Bill, and repeals The Land Claims Settlement Act 1856, The Land Claims Settlement Extension Act 1858, The Land Claims Act 1878, and The Native Land Act 1873 in part. The other repeals the Sharebrokers Act 1871.

Pensions Bill. Mr Shrimski has introduced a Pensions Bill. ' It, will provide that no further pensions shall be granted except by the sanction of Parliament.

Crown Lands- , The following is the provision proposed f6r;intersccting newly sold Crown Lands by Boards:—sl. "Any block of wasto k lands about to be opened for sale, the ' local body, within whose district buch lands are, shall, on being informed of such approaching hale by the Commissioner of Crown Limds, and being supplied by him with a map thereof, furnish him with estimates of the cost of construction of ' roads laid off on such map, and shall also make recommendations to him of the way they think desirable to apportion the co>*t of such construction among the various sections to be sold. The CorumisMoner of Crown Lands shall then, when selling such block of land, add to the price of each section the amount to fixed by the local body, so that by the sale of the whole block an amount equal to the cost of construction of the pjid roads may be received. As soon as one-hnlf, at least, if said block is sold, and sooner if Government shall so order, the said amount shall be paid over to the local body to be immediately applied by the local body in the construction of the said roads, but if after paying the cost of such construction any surplus remains, the same shall be paid to the Commissioner to be paid into the Consolidated Fund. That portion of the said amount which shall not yet have been received from the sale of said land shall be advanced out of the Consolidated Fund, to be repaid as the said block is sold out of moneys to be received by such sale so added to the price of each section."
