QUALIFICATION OF RATEPAYERS.
TO THE EDITOR. Sir, — After reading Mr Potter's letter in your Saturday's issue ie defaulting ratepayers, I had the curiosity to spend a short time inspecting the list at the Borough Council offices, and I was surprised at the few working men's names on the list. I found amongst the number some names that surprised me, an exMayor, ditto Councillor^ and several others that use our streets, all well able to pay. I think, Sir, Mr Potter will have to adduce some better'reasona before the Legislature will alter the clause in the Municipal Corporations Act. — I am, &c, _ . Burgess.
