interest was taken in the measure in Southland, and much disappointment was felt at its not passing last session. Mr Hall expressed his approval of the principles of the bill, but thought the details required the consideration of a select committee. Mr Montgomery pointed out that the bill last session was carefully considered by a select committee. After further 'discussion, the bill was read a second time.
Fire Brigades Bill. Mr Stevens moved the second reading of the Fire Brigades Bill, which was an exact reproduction of the bill last session. Mr Shrimski opposed the bill. Messrs Shepherd and Dick supported the bill. Messrs Andrews and J. T. Fisher objected to a number of clauses. The bill was read a second time.
The Licensing Bill. The Licensing Bill was further considered in Committee. Clauses G3 to 71 inclusive passed as printed. On clause 72 Sir W. Fox proposed to make amendment requiring applications for packet and wholesale licenses to be m.ide at oidinary licensing courts. Mr Dick said this would be most inconvenient in the case of packet licenses. The clause was postponed. Clause 73 was amended so that conditional licenses should only be granted by two members of the licensing committee. Clauses 77 to 81 was passed as printed. Clause 82, "applicants for renewal not lequired to attend unless notice of opposition be given." Sir W. Fox strongly objected to this, and moved that the clause be struck out. The clause was passed with an amendment giving the chairman power to summon applic mts to attend. On clause 83 Mr Moss moved an amendment to prevent licensing committees cancelling any license without giving notice to the applicant. The amendment was, negatived. Clauses 84 to S8 passed. Clause S9 was vei bally amended. Clause 00 to 92 passed. Clause 03 was postponed. Clause 94 was amended by " two members of the Licensing Committee" being inseited instead of " two Justices of the Peace," Mr Saundeis moved the omission of clause 95, &o as to make landlouls more careful in selection of tenants. After discussion the clause passed at printed.
