EVENING SITTING. Licensing Bill.
At 7.30 Sir W. Fok resumed the debate on the Licensing Bill, which he characterised as a retrograde measure, inasmuch as it failed to give full effect to the principle of local option, which the House had affirmed. Col. Trimble considered coercion measures neceasaiy to promote so briefly, and natural causes were lessoning the drinking habits. Mr Speight spoke at considerable length in favor of a full application of local option. Mr Dick having replied briefly, the bill was read a. second time.
