A rtjmob is current that the most important amongst contemplated measures to be di-cloned by the Premier in to-monw's speech will be one for sweeping 1 reform m the constitution of the Legislative Council, the chief feature being that it will have a fixed numerical strength, all vacancies to be filled by resolution of the House of Representatives.
