Russian International Condition. [REUTERS TELEGRAMS.] St. Petersburg, May 19.

General Ignatieff, who was recently appointed Minister of the Interior, has issued a circular with reference to the intentions of His Imperial Majesty the Czar in connection with the present international condition of Russia. The circular states that every effort will be made to extirpate the feeling of rebellion among the people, and strengthen the religious faith and morals of the peasantry, and lessen their burdens.
