South African Affairs. London, February 10.

It is aunounced that instructions have been sent by the Government to Sir Geo P. (Jolley, Governor of Natal, that he should ask President Brand, of the Orange Free State, to 'inform the Boers that if they suspend hostilities, England will be prepared to arrange a permanent and amicable settlement of the affairs in the Transvaal.
