THE LATEST. London, December 14.

It has transpired that at a Cabinet Council held yesterday, it was decided by Ministers that unless the state of Ireland has decidedly improved by the time Parliament reassembles on the 6th prox., a bill will be immediately introduced to suspend the Habeas Corpus Act. It was moreover decided, under such circumstances to also propose measures for remedy of the grievances of the Irish people. In consequence of the increasing necessity for further reinforcements in the disturbed districts in Ireland two more regiments have been ordered across the Channel, and will be despatched without delay. The Great Powers have decided for the present to postpone consideration of the Porte's circular note inviting mediation in regard to the Greek frontier question.
