The Cession of Dulcigno. Constantinople, November 6.
Dervish Pasha, despatched by the Porte with three battalions of Turkish troops to Dulcigno, has arrived there, and is conferring with the chiefs of the Albanian League, urging them to submit without opposition to the cession of the town and district to Montenegro.
