AGRICULTURAL NOTES.
Regulation of Grain Cargoes. For some time past there has been a considerable! amount of discussion in the English Press respecting the danger of grain cargoes, and a select committee of the House of Commons was appointed to inquire into the subject. The report of this committee has been published, the substance of which is as follows : — Subject to certain exceptions, no grain must be carried between the main and upper decks, or in the 'tween decks of vessels with only two decks. Where grain is carried in the hold or 'tween decks, no matter whether in bags or bulk, there must be a division formed by a properly-secured longitudinal bulkhead, or strong, grain-tight, shifting boards from deck to deck or from the dock to the keelson. The master should be bound to furnish to the consuls at the ports of loading, and to the officers of Customs at the ports of unloading, a " manifest" of the cargo, and there should be power to inspect the stowage of the cargo in order to see whether the statements in this document is false. The committee do not take upon themselves to say that the carrying out of these and the other recommendations which they make would universally suffice. They admit the powerlessnesa of the Legislature to foresee all the varying precautions which may be proper, and they propose to leave the shipowner who has satisfied the requirements of the statute liable to punishment if, in the opinion of a competent tribunal, ho failed to do what was reasonable or necessary in the circumstances.
