THE HAMILTON BOROUGH COUNCIL.

The usual fortnightly meeting of tho Borough Council was hold ou Tuesday night, at 7.10. — Cr«. Mcliarrigle, Hill, Davis, Peat, and Mullions being present, it was resolved that Cr. McGarrigle take the chair. Ttie minutes of the three previous mettinga were read and confirmed.

Correspondence. The Town Clerk read the outward correspondence. Letters Received. —From the Public Works Office, with memo, of District Engineer, suggesting works necessary to make the bridge approach on the west side secure, and informing 1 the Council that the £133 would be retained by the Government until same had been carried out. At this stage, His Worship the Mayor, Crs. Jonc, f rice, Vialou, and Knox took their seats. In reference to the foregoing correspondence from the Government, His Worship pointed out that the Borough Engineer was referred too to superintend the necessary I works in connection with the bridge worlr. As the Borough had no Engineer at the present time, it would ( require consideration. Or. Hill moved, seconded by Or. Davis , " That the matter be deferred until next Monday week, to enable Crs. to make themselves acquainted with the facts of the case.'' Carried. A letter was read from James Daly, Bridge Toll Collector re exemptions from toll under Clauses 7 and 8 of the Act, and requested definite instructions on the matter, as several parties who were named in the letter had refused payment during the last few days. Cr. Knox said in reference to Vowlrs^'s case that he believed the cattle were m transit u t and going further up-country, and not as whs alleged being deported from one grazing ground to nnothoi. Cr. Vialou proposed, " That the tollkeeper be instructed to allow all manures to pass free of toll. In the case of a horse passing over the bridge and returning with a vehicle, an extra cliargo of sixpence be demanded in addition, and that the toll-keeper be instructed to apply to Mr Vowle^s for the toll of the twelve hcul of catlle, and to sue fur name if not paid." Seconded by Cr. McGarrigle and carried unanimously. A letter from Mr W. Cuinming re the fencing of Sydney Square, stating that it was quite beyond the power of the committee to undertake it, and asking the assistance of the Borough. Cr. Hill proposed, .seconded by Cr. Vialou, " That, as soon as the conditions have been complied with, this Council is prepared to pay the balance promised. 1 ' His Worship suggested that a copy of the conditiens should be forwarded with the reply for the information of Mr Cumming.

Fire Brigade. The Committee appointed report that so little assistance can be expected from the Fire Insurance Association that they recommend the Council to shelve the question for the present. Cr. HillproposedandCr. Knox seconded, "That the report of the Committee be adopted." — Carried.

Borough Bank Account. The Treasurer informed tbe Council that the general account was overdrawn £649 Os 4d, and that there was a credit balance of £00 Oa 4d in the special funds account.

Revising Committees. It was moved bv Cr. Feat, and seconded by Cr. Vialou, " Th.it Os. Hill and Knox fill up the vacancies in the Works Committee caused by the retirement of Messis White an 1 Jones." Cr. Price moved as an amendment, seconded by Cr. Davis, " That the Works Committee be re-constructed.'' His Worship ruled that this would require to be done by giving the usual notice of motion. Cr. Peat's motion Avas, therefore, put to the meeting, and carried. Tho Finance Committee is at present composed of His Worship tho Major, Crs. Vialou, Price, and McGairiglc. On the motion of Cr. Jones, seconded by Cr. Price, Cr. Hill's name was added. It was resolved to extend the contract time for one month in Kingsley's contract upon application.

Notice of Motion. Cr. Mullions moved, t-eoondod by Cr. Peat, " That the ordinary meetings of the Council be held every four weeks, instead of fortnightly. 1 ' As it was necessary to rescind the former resolution in refeicncc to this matter, Cr. Knox mo veJ, " That the standing orders be suspended." This was n greed, to by the Council. The former resolution was then rescinded, when Crs. Mullion'a motion, being put, was carried. In view of the probable lews of subsidies, Cr. Cr. Hill moved, seconded by Cr. Knox and carried, ' ' That the matters brought before the Council by Cr. Peat be considered at an extra meeting- of the Council, to be called for Monday next, and that the Clerk provide each Cr. with a copy of said resolutions. " ' i Cr. Davis moved, seconded by Cr. Peat, ' • That considering the diversity of opinions held of the power of the Mayor, this Council consider the matter with the object of defining the same." Cr. Davis stated that his reason, for bringing on this question was that considerable dissatisfaction existed, owing to sums of money being expended by the Mayor without reference to the Council. After some desultory talking, Cr. Knox begged to move the previous question, which Was duly seconded by Cr. Jones and carried. in reference to Mr Munros letter, asking for a roadway into his property in Auglesea-street, on the motion of Cr. Jones, seconded by Cr. Vialou, it was referred to the Works Committee, with power to act.

Notices of Motion. Cr. Knox gave notice he should move, 11 That at tho special meeting next Monday week, the Council consider the question of making an addition to the toll-keeper's house." Cr. Price, "That the Works Committee be re -constructed." Cr. Knox, "That the bridge be declared free during 1 hours of divine service on Sundays from 10 a.m. to 1 p.m., and from 6 p.m. to 8 p.m."
