BOROUGH COUNCIL.

Permission was granted to Messrs Coleman to erect a veraudah to their shop in Cook-street. Mr John Gwynneth wrote re his account, and piotchting again-,t the Councillor-* characterising it as exorbitant, as such libellous expressions were c tlculated to do him harm in his profession. He pointed out that his char ares were fair aud reasonable, and stated th.it if the account was not paid he would put the matter in the hands of a solicitor. Cr McGumglo explained that he had objected to paying the acouut because it had not been rendered in detail, and after some further discussion it was agreed to as it Mr Gwynueth to send in a detailed account.. Mr Cummins:, Chairman of the Sydney Square Improvement Committee, wiote asking the Council to fence the ground pointing out that the Committee Board have some difficulty in getting funds to do the other work required. Capt. Sleele as chairman of the burgesses' meeting on Wednesday night, wiote forwarding copies of the resolutions passed theicaf. The Mayor said if no Councillor would move in the matter ho would do so himself. The matter had been deferred from last meeting, and he asked what couise the Council proposed to adopt. Cr. Jones thought they .should ask the Go\ eminent to send an Engineer to okamine the approach befoie they dealt witli this matter; the work to be kept in abeyance until such report had been leccived. He moved that the account be further deferred. After some discussion, Cr. Price thought the Council ought to be in a position to know whether the money was or was not to be paid. He moved that the claim be investigated. The Mayor said this was hardly an amendment. Afte«- a short discussion the amendment was withdrawn and Cr. McGarrigle moved in lieu thereof "that the account be not paid." He could not see why there should be such fencing about the matter, after the burgesses had by a vote called by the Council decided to repudiate the claim of Mr. Seddon. It was time enough to pay the money when they were forced to do so. This was seconded by Cr. White, but ultimately withdrawn in favour of Cr. Jones's motion which was carried. The Mayor said it had been thought desirable that a clerk of works should be appointed to superintend the works in progress and to keep the men's time &c. Tho Town Clerk had offered to do the work without any extra consideration on condition that the Council would appoint auoitiee boy. The proposal was agreed to ; tho salary of the boy not to exceed 10a per week. The Town Clerk stated that he was receiving the rent for the house on Seddon's allotment. Cr. MoGarrigle said he had a motion to bring- forward on this matter. Cr. Vialou said nothing would be gained by refusing to take the rent. If they

Vialou then guve notice to move at next meeting, " That as the embankment had been substituted for two land" spans at the biid<>e bv the District Engineer, the Council should apply to the Government to send ' a competent engineer to report the) con, and to prepare the neoessuy specifications for the completion of the embankment in a permanent and substantial manner.' " Cr. Jonas gave notice to move at next meeting- that resolution No. 2, 13th July, be rescinded, and, in lieu thereof, that Mr Vialou be required to pay the sum of Bjd per yard for the earth put into his yard, and that Mr Oalderwood be employed to measure the same. Cr. Vialou also gave notice to move at next meeting, " That the resolutions passed at the emergency meeting be rescinded,' 1 and in doing so he warned the Council of the dangerous state of the bridge, for which lie said the Mayor, if he did not take some steps, would b© responsible. The Mayor said a special meeting would be held to deal with bridge matters on Tuesday next. Cr. Davis, in accordant ■with notice, mo^ed "That <i new by-law be passed making it incumbsnton owneis of vehicles plying for hire to take out licenses." The motion was lost. The Mayor, in accordance with notice moved " That the workmen employed in the Borough bo changed every month, on account of the depression in the labor market, so that all those who are out of employment might get a chance of earninjf something. This was seconded by Cr. Davis, and can ieil. Cc McG-ariigle gave notice to move at the ncTt meeting "That the resolution of the Council confirming the purchase of Heddon's allotment be rescinded."
