London, May, 22. The first session of the twenty-second Parliament was opened to-iay by Royal Commission. The Lord Chancellor read the speech irom the throne, and stated that relations between the Foreign Powers continued friendly in character, and expressed a wish that in conceit with great Powers the fulfilment of the Berlin treaty may be promoted and effective reforms constitued in regard to the Turkish people, and a settlement of territorial rights. The Hon. Goshen has been despatched to Constantinople with the object of bringing about a fulfilment of the treaty obligations. The Afghanistan affairs seems incomplete, but efforts are being made to bring about and establish a constitution, and secure independence of government.
