It is reported that the Shah of Persia will shortly proceed with an army of 20,000 men to occupy the City of Herat, in Afghanistan. Per&ia has entered ints a tree ty to assist England in the conquest of Afghanistan, and places her army in the field for that purpose. It is reported that Kngland has entered into an agreement with Persia to construct a line of railway from Herat to the Persian Gulf.
