The High Priest attached to the followers of Mahomed Jan is preaching war extermination against the British. He urges the people *to raise the green flag and to massacre the British. His action is causing great excitement. General Roberts expects a desperate attack by fanatics. London, February 10. Russia is making a reduction of 12,000 men in the marines. Great Britian absolved Persia from that clause of the i reaty which precluded her from occupying Herat.
