Sib, — 1 our oovrespondent, " Scrutineer," has given his views, m regard to the ballot, and, so far as they go, they are correct. He might, however, have explained that the principal reason for the Returning Onlcers and the Scrutineers being sworn to secrecy is, m the case ot" a man who can neither read or write, and requesting the Returning Officer to mark off the name or names of the candidate for whom ho objects to vote. Immediately after the votes have been counted, by the Returning Officer and Scrutineers, the papers are sealed up, m the presence of the latter, and are then forwarded to Wellington, where they remain six months, before they can be opaned, and then only m case of dispute.
