LONDON, July 31. Four per cent. New Zealand 10/40 loan 104-1;. The German Hltramontanes are submitting to the Government proposals. A gun burst aboard a German gunboat, killling five 'and injuring fourteen. Count de Chambord, head of the Bourbon family, has issued another manifesto, m which he declares that he awaits his chance of a favorable opportunity to claim the Crown of France.
