In the by-law regulating the depasturing of cattle, it will be seen that it is intended to prohibit the practice of allowing cattle and horses to wander, at large in the borough between sunset and sunrise, under the penalty of not more than £5. Now it will be the duty,' we presume,. of the ranger to see to this matter, but if his pay is to be based solely on the receipt of 20 per cent, of the depasturing fees, he is little likely to trouble himself in looking after wandering horses by night. It seems to us that if the Borough Council wish this portion, of the bye-law to be other than a dead letter, they should 5 have included in the salary of the Ranger a proportion,; say half or less, of alt the penalties recovered; for breaches of ihis portion of the bye-law. \

Tub annual of the ratepayers of the Waitoa Highway District took place as advertised oh the 20th inst. There were sixteen ratepayers present in person, and seven by proxy. Mr ; W. A. Chepinell, Chairman of the outgoing Board, read the annual report, tfcc, from which it appeared that the receipts from Ist April, 1877, to 31st March, 1878, were: —Balance from last year, £l4 17s 9d; rates, £369 lis Id; subscriptions, =£2o; Government subsidies, £621 6s lid.; share of County Fund, £125 10s; refund from Government of costs in the action of Bremner v. Aitken, for rates, £34 0s 7d; : total,-£1,1.83 6s Id. Expenditure:—New roads, £192 7s 3d; repairs, «tc, £2ll 0s 3d; tools, &c, £2 3s; salaries, £l9 17s : 6d; collecting rates, £l7 3s; sundries, including legal expeus3s, £97 18s lOd; total, £740 10s, leaving a balance in hand amounting to ■£M 4 16s vld. ;Since the 31st March, the Board have received from Government £-300 in aid of Thames road; £363 3s 3d from the County ftiud; £l3 19s 4d, rates; and £1,552 out of the l4o,oof)granted for rjads. They have expended about £6OO during the s ime time, but the new Board will be in funds to go on with the works in progress. Messrs C. Gould, W. P. Chepinell, J. Cochrane and J. "Walker are the Members of the new Board. Messrs C. McDonald and Cholmoudelßy were appointed Auditors and Fence Viewers.
