RUSSTA ACCEPTS EARL BEACONSFIELD'S SUGGESTION REGARDING BULGARIA.
[reuter's special cablegrams.] BERLIN, June 24. The Emperor of Russia has informed the Congress, iv reference to Earl Beaconsfield's suggestion for the conditional acceptance of the arrangements agreed to by Russia, England, and Ausfc-ia, regarding Bulgaria, that the question may be amicably arranged, provided the administrative autonomy of South Bulgaria (Roumelia) be secured, and no Turkish troops be quartered therein.
