General Ignatieff takes the treaty of peace to St. Petersburgh for ratification. Meanwhile^ though publication is deferred, the leading articles of the treaty are known. The conditions menacing British interests have been withdrawn. Bulgaria will be made autonomous, under a prince chosen by the Assembly of JNotables, buo he must not be a member of any of the leading reigning families. Bulgaria will be occupied by Russian troops for two years.
