The slaughter is confirmed by the Times,' with harrowing debars. ; THE QtJßEtf'S SPEECH AT FHE PROROGATION OF PARLIAMENT. • Lohdon, Augnst 14. 6 35 p. m. - The Colonial Inscribed Stooks Bill has passed. Lord-jCarnarvon, during the second reading 'm th« House of Lords, highly commended Sir Julius Vogel's exertions. The ' Economist' praises the bill. At the prorogation of Parliament the Queen's Speech" stated that the relations of Britain were friendly, and that she had made efforts to maintain peace. The &peeah announced' the intention to remain neutral so long as British interests were unaffeoted. The extent and natute of these were stited m the diplomatic note to Russia, eliciting a friendly reply. The Speech concluded as follows :— " Efforts will be maie when opportunity occurs . to restore peace, m terms compatible with the honour of the belligerents and -general safety and welfare of other nations. If during the contest our interests " are assailed or endangered, I rely with confidence on your help to vindicate and maintain our rights."
