[Pity they had nob something better to think about.] Wellington, Monday CLERG YM EN AND THE T GMPERANCE QUESTION. x A Conference of ministers of religion and others will be held this evening at the Provincial Hall, to discuss the temperance question, the . main object being to agree upon some definite cour.se which ...may be subsequently placed before, a public meeting, backed up by approval of the Conference. 8 p m The Temperance Conference this evening was well attended. The Bishop of Wellington occupied the chair, aud nearly all the clergy of the place were present, besides a large number df influential citizens, including the Hon the Premier. The following is the text of the petition which the Conference propose to adoj-t for presentation to Parliament : — The petitition of the undersigned inhabitants of the province of ■ repectfully showeth : T^iat m consideration of the acknowledged evils of intemperance and the advanced state of public opinion on the matter of prohibitibn, no Licensing Act can meet the necessities of the case without clauses to the following effect, viz : — 1. Thait all licensing districts shall, as far as possible, be bounded by the same boundaries as the existing highway districts, boroughs, or other already defined areas of not . too great dimensions. 2. That all the licensing officers shal be elected by the ratepayei's? | ' 3. That on the requisition of ( twenty leaseholders m any district i it shall be imperative on the chief magistrate or other authority of the district to take the votes by ballot of all the adult residents m the district m the usual electoral manner as to whether any license shall or shall not be granted. i. That m case of two-thirds of the actual votes given being against tho granting of auy license, no license shall be granted for the said district, nor shall auy district under any circumstances be retestecl within a less period than three years. > 5. That no new licenses shall be granted unless persons applying for . such shall m addition to complying withallother © quirements of the Act , furnish to th© clerk of the Court a memorial m favour of such license . being granted, signed by at least a majority of the adult residents m i the district m wliich the house for which the license is sought is situated. Such memorial to be lodged ' one month prior to the day appointed for the. annual meeting of. licensing officer, and to be open for public inspection, and the genuineness of the signatures thereto lo be verified on oath m open Court. 6. That applications for licenses shall be heard only at the annual meetings of the licensing officers. Your petitioners therefore pray • that the law of New Zealand may i be altered m conformity with this petition, and that your honourable House may be pleased to pass an Act embodying the foresaid clauses m such manner as to give them full legal force and effect. Over 100 clauses of the Counties Act were considered, and several amendments suggested. Mr Hislop leaves for Wellington, to assist m 'framing an Education Bill.
