London, April G The Protocol recognises the necessity of European concert. It favours the desire of Montenegro for the rectification of her frontier ; invites the Porte to reduce its army to a peace footing ; recognises Turkey's promise of reform, aud hopes for its energetic execution. If the Porte disappoints the other Powers, they will then consider the best means of securing the well-being of the Christians, and the general peace of Europe. • The Porte is .displeased with the Protocol, and will probably refuse to disarm.

Montenegro maintains her demands.

Great uncertainty exists as to the course of events-

There is a feeling of dissitisfaction at the decision of the stewards at the race meeting when Fishhook was disqualified. Mr O'Brien to-day sent a letter to the stewards asking them to reconsider their decision. A meeting of. stewards thereupon took place to consider the letter. Thames County Council Chambers,. 16th March, 1877. Sir, —By resolution of the County Council the •inst, I have the honour'to<;ommunicate with you in reference to a main line of road between the, Waitoa District and the Thamesauver. The Council are very desirous of connecting adjacent districts with the' County by meaiis of roads, as being naturally advantageous. I am instructed to enquire whether the Waitoa Highway Board have considered a line of communication in this direction,, and it not. whether your board would co-operate with the Council.in surveying,and constructing a road. I would esteem it a favour if you could in reply, state what amount would possibly be required to make such a line of road suitable for traffic through, your.district .to a. point of connection, .with the County boundary line. .^ I have the honour to be, Sir, Your very obedt. servant, (Sg) Alexander Brodie, County. Reply. Waitoa Highway Board,

■ - 26th March, 1877. Sir, —I have to acknowledge the receipt of your letter of the 16 th inst.

In reply, I beg -to inform you that the Board has already surveyed and formed a road from the Waitoa to the Thames river. This road is now passable for stock and carting ; at the same-time I fear that without something more is done to it, it will not stand anything like a heavy traffic during the approaching winter. This Board is however unable to do moi'e to it at present, having already spent over £7OO on it this summer. ■'■-■.

I am glad, to see the Thames County Council appreciate the advantage which this road will prove to the Thames, the large amount which the Waitoa Highway Board have expended on it shows the importance which this district attaches to easy communication with the Thames.

To make what we havi already done a thoroughly good job, would reqaire an . expenditure of about £3OO, this sum being expended would make good communication between Hamilton and a navigable part of the Thames river. I may mention that a much shorter and better line is already surveyed between Waitoa and Piako river. We have been unable to commence this very necessary piece of work for want of funds; the estimated cost for bridging the two rivers and making the road being ,£I,BOO. In conclusion, I beg to inform your Council that the Board will be glad to co-operate with you in the direction mentioned, as it fully recognises the advantages to be gained from communication with the natural outlet of the District.
