August 23. The Porte has accepted the proposals of Russia, Austria and Germany for intervention. 100,000 of the Servian militia have been called out in % Turkey, which is centralizing forces. Garibaldi lias opened a subscription for the wounded insurgents. The Porte has accepted tlie proposals of the representatives of Russia, Austria and Germany, to send foreign consuls to advise the insurgents of Bonnia and Herzegovina to lay down their terms and submit their case to Servia. The Pacha has appointed a special Imperial Commissioner. August 24. England, France, Italy, Rnssia, Germany and Austria, have collectively made proposals to the Porte in regard to the insurrections in Bonnia and Hezegovina which were telegraphed yesterday. Turkey is concentrating a large force near Missia in consequence of the attitude of Servia. The steamer Brisbane left Singapore for Brisbane on Saturday, three days earlier than the eentract time. -She has 370 Chinese passengers for Cooktown. The Australian mail via San Francisco, was delivered in London on August ""23. The passengers and crew of the Aurora* bound from Adelaide to London, which took fire at at sea and was abandoned, have arrived at Liverpool. Husseten Ami Pacha, the Minister of War, has resigned the office of Grand Vizier. A conflict between Turkey and Servia is strongly apprehended August 27. Garibaldi has requested Menotti to open a subscription for the wounded Heizegovinians.
