Sir Julius Vogel has substituted promissory notes for the free passage system of emigration. A deputation from the Labourers' Union, headed by Hollow ay, urged in vain the continuance of free passages. The shareholders in the Eastern Telegraph Company sanctioned arrangements with Sir Julius Vogel for a sub-marine cable between New- Zealand and Australia.
