PROVICIL COUNCIL. MONDAY, JUNE 1.
Mr Johnson asked the Provincial Secretary whether tl>e arrangements between the Government and tho. Auckland Steam Packet Company provided for a steamer to call at Gishorne. Mr Sheehan replied that he did not know the terms of the contract, but would make enquiries. M» Carleton aslted whether the Patutahi block was yet handed over to "the province, and if not, how soon was it likely to be handed over. Mr Sheehan replied in the negative to tho first part of the enquiry, but said it would shortly be sold, and then the Government's share (two-fifths) would be received. Mr Swan moved a series of resolutions to the effect that the General Government should be asked to bring before the Legislature a bill providing that a sufficient sum of money for educational purposes should be raised on the basis of population by a tax on property or income ; fchat each province should be allowed to carry on its own system of education ; that the money raised for educational purposes by the Colonial Legislature should be distributed to tht several provinces by the Government on a capitation of population basis a* raised. After a long discussion the resolutions were carried. Mr Peacocko moved \o the effect that the Superintendent be requested to recommend that £100 should be grunted for the purpose of making the main road from the Tamaki bndge to Howiek. Mr Sheehnu Btntecf that the- 6'OTernment would grant the amount required if their funda allowed. On the niolion of 3J> Duriravilfe it was resolved that the evidence being taken in the- Stewart correspondence be printed from day to cTny. Mr Mncready moved that a select committee be appointed to enquire in.o the management of the Mount Eden Gaol, and after n long discussion the niolion was ugreed to. Mr Philips moved,, that 1 , in the opinion of the Council, it was desirable tlmt ti roihvay station should be placed in proximity to Hie wharf; providing the Harbour Commissioners set uside n site for the purpose, and. that a respectful address to this* effect slrottM be forwarded to the Superintendent. — The motion was agreed to. M r Ornmton moved* to the efleet that the Superintendent be requested" to pfaeo on the supplementary estimates a sum of money,, on the security oS the plant, tec, for the purpose of laying down aboub three- wiles of light iron tramway from the Wangnrei coaT ».ine» to the harbour. — Carried. The Appropriation, Highway, and Education Bills, which were to hare been further considered in committee, were made orders of tho day for Tuesday, the Education Sill to be taken first. The City of Auckland Lonn Empowering BUI was further considered in cammittee, amended, progress reported, and leave obtained to sit again* The Manuku hnrbour Endowments Debt Sill was read a second time and third time and passed. The Council adjourned at twenty minutes past 12 o'clock.
TUESDAY, JUNE 2. Mr Sheehan stated in answer to a question by Mr Phillips that provision was node for the reception and temporary accommodation of the large number of immigrants expected to arrive shortly. Of those that arrived by the Rooparell a great many of the married people and single men had accepted service, and onlj two or three of the single girls remained in the depot. They had all arrivod in excellent health and had spoken in the highest terms of the officers of the ship. In answer to MrMacready the Provincial Treasurer stated that he had been informed by Mr Broham that shortly after the Licensing Act was passed he obtained the opinion of a loading barrister as to whether clause 37 would apply to the Northern Club, and it was to the effect that it would not, and that there was nothing in the Act to compel the Secretary to take out a license. The Highways Bill was further considered in Committee. The clauses involving the principle of giving the District Boards borrowing powers were negatived on a division. Noes, 19 ; ayes, 13. The Provincial Secretary stated he would insert a clause giving Boards power to apply for permission to borrow if they chose, an opinion being expressed by several hon. members in favor of such a provision. The Education Bill was also further considered. On the Committee resuming, the Provincial Iroasurer informed the Council that it would be practically impossible to enforce the rating clauses ns passed, although it would bo ! strictly legal, and that the Government proposed that tho [ rating system of the existing Act should bo adhered to, namely, a uniform household rato of £1, that tho bachelor tix be 10s instead of £1, and the capitation fee 10s instead of ss. Tins was only prooosed ns a temporary arrangement. The alteration of the bachelor clause was affirmed on a | division of 21 to 8, and the capitation clause" ad amended. Progrrss was reported, and leave obtained to sit again. After some further discussion, Hrßagnall'u motion for an address to his llonor tho Superintendent, asking him to place on the supplementary Estimates a sum «uflicicnt to open up a road between the Thames and Wuikuto via Ohinrmuri was agreed to. It was agreed, on the motion of the Provincial Treasurer, that in future the ordinary Sessions of tho Council should be held before the Session of the Assembly, and not earlier than tho sth April ; and that tho financial year of the Province be made to coincide with that of the colouy. The Council adjourned at 11.30 p.m.
