The failure of the Honduras loan of £15,000,000 is announced. A Colonial and Foreign Fibre Company, with a capital of £100,000 has been started. The American Freetraders intend to propose a candidate for the Presidency. The French Assembly has voted for a compulsory military service, the prohibition of bounty money, and the abolition of substitutes.
