Ho quoted tho satisfactory working of the New Zealand and Austrr liau Acts, Much opposition was offered, mainly on tho ground of its boiug unwisa to mako strikes impossible, and tho proposal was negatiyod by 383,000 to 369,000. A resolution in favour of tho appointment of a Ministor of Labour in tho Cabinet was carried unanimously.
