Sydney, July 1 Admiral I.''a:\v,iia\ve, speaking at the Chamber oi Commerce dinner, and replying to the to:ist of iho navy, said that to curry nut the well tiled policy of their forefathers it was necessary that the naval strategy of the empire should bo concentrate! in one central authority, who should not ho hampered or hindered in any possible way hy any local conditions in any part of the Empire, He felt most strongly the absolute necessity ol the emmiiimdoi't of the fleet, squadnnu, and single slripi boiug perfect' ly free to bo in good time in commencing ut movement in ease of war. Australia and New Zealand lind wisely acquiesed in this view by adopting the naval agreement now in force, under which the place of coloniiii seamen would be at the fmni, wherever that front might he, but it would probobly bo somewhere in the Eastern Sens.
