Mr Seddon moved the second reading of the Rufcfinduu! Bill, which ho said was practically the same as last year's measure, except that cluu.-e 11! provided that the Act shall not apply to any Hill or legislative proposal dealing with the constitution or abolition ol the Legislativo Council, Sir W. Russell opposed the Bill. After a lengthy deluto tho second reading was carried bj <'A to 11. 'l'iic House rose at 1.20.
