PRECAUTIONS AT PORTSMOUTH. LONDON, November 2. Naval and police Officers at Portsmouth declare that the dockyards arc infested with spies.

That , the authorities suspect that they have a good deal to fear from espionage is sufficiently proved by the extraordinary precautions which are being adopted. Extra police from Loudon have been sent to do duty at Portsmouth, and a special launch patrol is being maintained in the harbour. -
