THE SHIPPING DISPUTE.
OFFER BY OWNERS. (Per United Press Association.) WELLINGTON, November 4. The Shipowners’ Federation made fresh proposals to the Merchant Service Guild to-day, with a view to ending the dispute. Where two mates are employed on a steamer the owners agree, except in cases of emergency, to arrange that the mates work watch and watch, both at sea and in port, unless the safety of the ship demands otherwise. Where only one mate is employed the owners will, except in case of emergency, confine the hours of work to not more than 12 hours in one day, and where the vessel arrives at an officers’ home port, and sails the same day, he will be allowed four hours off duty, provided the vessel docs nt sail before the expiration of four hours. Victualling allowance is to be 4s a day, holidays 14 days a year, manifestos and wharfinger lists to be written up at the office. Bates of pay for mates are also suggested.
