[WESTPOBT EVENING STAR.] "The Constitution of the "West port Borough Proceedings Validation Act, 1874" provides that, notwithstanding; any doubts as to the validity ot the first Proclamation in No. 23 of tlie New Zealand Gazette, IS?3, declaring the boundaries of the district, or any noncompliance with the precise provisions of Sections X and XII of the Municipal Corporations Act 1867, the Proclamation shall be deemed to ! e fully and validly made, and the Town ot We.-t>ort duly constituted a Borough, and "all elections, valuations, rates, contracts, payments, accounts, notices, by-laws, regulations, loans, appointments of officers ami other undermentioned acts and proceedings of what kind or nature soever" shall also he taken as valid and in due order and form.
