GENERAL SUMMARY.

The Red Republicans in Paris have been thoroughly beaten, and Paris has capitulated. The Commune has entirely collapsed, and order is established. Many of the Communist leaders have been taken. Thousands endeavoured to escape from Paris, but were driven back by the Prussians. The head-quarters of the Prince of Saxony are to be removed to Campeignc. The Guards have returned to Germany. Thiers intends to punish rigorously the Communist leaders. The Germans notified the Commune that they would bombard Paris if Wash bourne's residence were attacked. The insurgents have abandoned the Place de la Concorde, the Tuilleries, the Hotel de Ville and Issy. Dombrowski was wounded, and tried to escape, but was prevented by the Germans. There is immense enthusiasm among the population. The Versailles flag no >v floats over Montmartre.

A battalion of the Friends of Order are reorganising Paris. Ten thousand insurgent prisoners are in the Tuilleries. Kochfort has gone to Brussels, and narrowly escaped being lynched. Great excitement exists in the Commune. Bismarck met the request of the Versailles Government in a very liberal spirit. A. reduction of the war indemnity amounting to half a milliard francs (about £20,000,000) has been agreed to by a treaty. Immediately upon the ratification of the treaty, the majority of the German forces were to lea re France and return to Germany. The French prisoners in Germany will return to France as rapidly as they can be transported by rail. ENGLISH ITEMS. In the House of Commons an amendment was offered to the Army Regulations Bill, making no exception to the restriction as to the system of selling commissions. Smith attacked the purchase system, and Cardwell defended it. The debate ended in a majority of 39 for Ministers. The barque J. S. Stone, of Miller's line, has been chartered for Melbourne and Dunediu. Barque Sunny Eegion was to sail on the 25 th. London wool sales continue brisk. Colonial securities are firm. A bill has been introduced for the confederation of the Leeward Islands and the British West Indies. The debate on the Army Purchase Bill has closed with a majority of 63 against the purchase system. Miall, member for Bradford, moved in the House of Commons for the disestablishment of the Church of England. Sir Eoundell Palmer opposed the motion. Disraeli proposed a plebiscitum. Gladstone sustained him, and upon a division there was a majority of 255 against disestablishment. A steamer has been despatched from the Thames to repair the Atlantic cables. Napoleon has improved in health.

AMERICAN ITEMS. The Treaty was signed bv the Joint High Commission on June Bth at the Department of State, Washington. There are to be two Boards of Arbitration. One for national claims, such as those arising out of the Alabama. The other is to take cognizance ot miscellaneous claims, such as those preferred by British and American citizens for losses arising out of the war. The Senate is very indignant at the premature disclosure of the Treaty, and is taking active means to discover the informer. The San Juan question will be referred to the Emperor of Brazil as arbitrator. The British Government has expressed regret that the privateer should have been permitted to escape from British ports, and have decided to submit the question of damages to a Committee of Arbitration. The treaty meets with general approval exept in Canada, although General Buttler has taken ground against it. The Women's Suffrage movement is making way. Buenos Ayres has been almost depopulated by yellow fever, and business is totally suspended. Captain Hall's Arctic expedition will sail in about two weeks. SAN EEANCISCO ITEMS. Lord Walsingham, the distinguished entomologist, is on a visit to California The Women's Suffrage Convention has just concluded its labours here. Efforts will be made to obtain the recognition of women as citizens by the Government. The San Francisco Chamber of Commerce held its annual meeting on May 9. Many complimentary allusions were made in the President's report to Mr Vogel and Mr Webb in regard to the establishment of an Australian and New Zealand line of steamers. It contrasts the liberality of the New Zealand Government with the mistaken parsimony of the United States, but expresses confidence that a suitable subsidy will bo granted next year. COMMERCIAL.
